Cindy R. Carter

Cindy R. Carter, 70, of Inver Grove Heights, MN, passed away peacefully in Chippewa Falls, WI on Tuesday, October 10, 2023 under the care of her children and St. Croix Hospice.

Cindy was born on April 22, 1953 in Wells, MN, the daughter of Romain and Gail (McClatchey) Akemann

Cindy was and will always be remembered as an exceptionally gracious person, an amazing cook and a loving wife, mother and grandmother. She was an incredibly talented hair stylist and an extraordinary childcare provider. Cindy loved her children, her grandchildren and all the children under her care unconditionally. Cindy will be dearly missed.

Cindy was preceded in death by her parents; her biological father George Neely; her former husband Eugene Frazer; and sister, Phyllis Hollom.

Cindy is survived by her former husband Donald Carter Jr; her seven children, Christopher (Stacia) Frazer of Duluth, MN, Troy Frazer (girlfriend, Angelika) of Askov, MN, Benjamin (Jamie) Frazer of Hartford, WI, Kelly Carter of Chippewa Falls, WI, Kerry (Christopher) Christman of Chippewa Falls, WI, Donald Carter (girlfriend, Elizabeth) of St. Paul, MN and Katie (Cory) Hunt of Lakeville, MN; one brother, Terry (Judy) Akemann of Inver Grove Heights, MN; two sisters, Colleen (Bob) Albright of Embarrass, MN and Patricia (Lee) Spinosa of Minneapolis, MN; and 9 grandchildren.

There will be no services as per Cindy’s request.
